2026 International Courthouse Dogs Conference

Most justice facility dog programs grow agency by agency — a single crown's office, a single child advocacy center, one relationship at a time. Quebec took a different path: building support directly within government, embedding facility dogs into how the Ministère de la Justice serves victims and witnesses across the province.
In this session, Jade Cabana (Conseillère stratégique et adjointe exécutive, Ministère de la Justice du Québec) and Charlotte Moses-Bélanger (Clinical Counsellor, Mira Foundation) walk through how that partnership came together — the government relationships built, the internal case made, and how an ADI training organization and a Ministry of Justice collaborated to bring this plan into reality-- a dog in each district across an entire province.
Attendees will leave with a concrete model for province- or state-level advocacy and programs: what it takes to move from individual champions to institutional commitment.  Hear about success stories and how Québec has made this dream a reality.
