Kara Robinson Chamberlain is one of the most compelling survivor advocates of our time. At age 15, Kara was abducted from her front yard in Columbia, South Carolina and held captive for 18 hours before making a daring escape. Rather than letting that experience define her as a victim, she transformed it into a lifelong commitment to justice, advocacy, and the empowerment of survivors everywhere. Her story has reached millions — through television, speaking engagements, and her own advocacy work — and her voice continues to inspire those who work on the front lines of trauma every day.
We are honored to welcome Kara to Vancouver as our opening keynote speaker for the 2026 International Courthouse Dogs® Conference.

In this session, Jackie Clark explores what purpose-bred dogs offer that other placements cannot: more predictable temperament and health, the ability to match a dog to an agency's specific needs, advance planning for retirement and succession, and the capacity to scale as demand grows.
As the justice facility dog model continues to grow, so too does the conversation around supply, demand, and the evolving landscape of dog placement. Jackie will explore some of the broader challenges facing the industry today — and what opportunities they present for accredited programs to strengthen their position, tell their story more effectively, and meet the growing need.

It all begins before a puppy takes its first steps. Intentional breeding — selecting the right lineage, temperament, and drive from the very start — is the foundation upon which every exceptional facility dog is built. This panel  —  comprised of representatives from three of North America's leading ADI-accredited placing organizations — will pull back the curtain on what it truly takes to prepare a dog for the unique demands of justice work.
Moderated by Kim Gramlich, President of Justice Facility Dogs Canada and a handler herself, the conversation will follow the arc of a facility dog's development: from intentional breeding and early socialization, through the specialized training that prepares dogs for courtrooms, forensic interviews, and crisis settings, to what placing organizations look for when partnering with a new program. Panelists will also speak to the realities of supply, the growing demand for qualified dogs, and how accredited programs are working to meet the need.
This session is designed to be a conversation — not just a presentation. Attendees are encouraged to bring their questions, and dedicated time will be reserved for open Q&A with the panelists. Come with your questions — this is your chance to hear directly from the organizations behind the dogs.

We know it when we see it — a child's shoulders drop, a witness takes a breath, a survivor finds words they couldn't find before. But what is actually happening in those moments? Science is beginning to tell us.

Dr. Kerri Rodriguez, one of the world's leading researchers in human-animal interaction, closes Day 1 with a session that gives the justice facility dog community something powerful: the evidence to match the instinct. As Director of the HAB Lab at the University of Arizona, Dr. Rodriguez has spent her career investigating the measurable impacts of the human-animal bond — from stress buffering and trauma recovery to the wellbeing of both the humans and animals in these partnerships.

Drawing on her extensive body of research — work that has been featured in the BBC, Washington Post, National Geographic, People Magazine, and beyond — Dr. Rodriguez will explore what the science tells us about dogs in high-stakes settings, what we still don't know, and why that research matters for the future of the justice facility dog model.
For handlers who have always known this work changes lives, this session will give you the language, the data, and the confidence to say exactly why.

You are the one who holds the space. You sit with survivors, support witnesses, and show up for victims on their hardest days — and you do it with steadiness, compassion, and a dog by your side. But the weight of that work goes somewhere. And for too many handlers, it goes unacknowledged.

Secondary traumatic stress is real, it is common in this field, and it is not a sign of weakness. It is the cost of caring deeply — and there is a path through it.

Katie Gray, founder of the Empowered Heart Foundation and a tireless advocate for handler wellness, opens Day 2 with an honest, grounded exploration of what secondary trauma looks like for facility dog handlers, how to recognize it in yourself and your colleagues, and the evidence-based strategies that make this work sustainable over the long arc of a career.

Internet Crimes Against Children investigations represent some of the most psychologically demanding work in the justice system. Day after day, investigators are exposed to deeply disturbing material — images and content that take a profound toll on even the most seasoned professionals. It is grueling, largely invisible work, and the people doing it need support.

Facility dogs are changing that.

In this session, Brooke Walker draws on her firsthand experience working in ICAC to explore how facility dogs are making a meaningful difference — not only for child victims and witnesses navigating the justice process, but for the investigators and staff who carry the weight of this work every day.

What does it look like to have a facility dog embedded in an ICAC unit? How do dogs support the humans on both sides of these cases — the children who have been harmed and the professionals working tirelessly on their behalf? And what can the broader facility dog community learn from this growing area of practice?

The courthouse is where most people think the work ends. It isn't.

Facility dogs are increasingly being called to respond beyond the walls of the justice system — to school shootings, mass casualty events, community tragedies, and moments of collective grief where the presence of a trained dog and a trauma-informed handler can be the difference between isolation and connection. It is some of the most meaningful — and most demanding — work a handler will ever do.

What if that call came tomorrow? Would you feel prepared?

In this panel, three of the field's most experienced handlers — each with deep roots in trauma-informed response — join forces to explore what it truly means to deploy a facility dog in community and crisis settings. The conversation will cover the preparation required, the protocols that guide the work, what trauma training looks like for handlers stepping into these roles, and the emotional weight that comes with answering an unexpected call to serve.

The panel will also examine the growing federal recognition of this model, including the April 2026 publication of the FBI's national Facility Dog Best Practice Guidelines.

These handlers have answered the call. They will share what they experienced, what they learned, and what they wish they had known — so that when your call comes, you will be ready.

Closing Keynote: A Dog That Saved My Life — The Story of Jesse and Jade

On July 16, 2022, Constable Jesse Schellenberg and his canine partner PSD Jade responded to a call like so many before it — dangerous, unpredictable, and requiring everything they had. What happened that day would stay with Jesse forever. He credits going home alive that night directly to the training and preparation he and Jade had received together — a testament to what true partnership between a handler and a dog can mean when it matters most.

In this closing keynote, Sgt. Schellenberg reflects on that day, on the bond that carried him through it, and on what it means to place your life — and your trust — in the paws of your partner. His story is a powerful reminder of why this work matters, why the training behind it matters, and why the dogs we honor in this community are extraordinary in ways that go far beyond the courtroom.

It is a full-circle moment for the 2026 conference: the Vancouver Police Foundation — whose generosity supports the training and equipment that keeps VPD handlers and their dogs safe — sponsors our opening morning and closes our final day with this remarkable story.
