Amber Urban
Director of Victim Services, 18th Judicial District Attorney's Office | Founder, Paws Assisting the Legal System (PALS)
Amber Urban has spent over two decades in the legal system, currently serving as Director of Victim Services at Colorado's 18th Judicial District Attorney's Office, where she develops and manages comprehensive victim and witness assistance programs. In 2012, she founded Paws Assisting the Legal System (PALS), pioneering the use of courthouse facility dogs to support children and individuals with developmental disabilities through the legal process. Amber served as a subject matter expert in crafting Colorado's SB-217 and testified before the Senate and House to help pass the bill into law as "Pella's Law," named for her first facility dog, Pella. She is the current handler of successor facility dog Fancy. Amber previously served as a Criminal Investigator in the Special Victims Unit and as a Police Detective in the Aurora Police Department's Crimes Against Children Unit.
